Strange noises?

If you are a teenager it is possible someone is running a sound (which I believe be called the mosquito) which is designed to be heard only by teens and keep them away from certain places. If I am right and you are hearing this, you should contact whatever business in your area is using this particular thing and approach the local police. As far as I know this particular instrument is not legal
