What could be some redeeming qualities for this type of person?

She does all of those things without malice or logic. She has to be taken serious or she gets out of hand. But after seeming difficult, she has no follow through meanness; plus she is a natural baby-talker who has never hurt a flea. She normally wears dresses that look very close to wedding dresses. She is always neat and she's well educated. She only sounds hurtful; she's never actually hurt anybody. She starts off like a whirling dervish and loses all her steam in her next sentence; she is nice as pie. I think they call this type of person a windbag? Someone, harmless, full of idle talk. Her first instinct is to blow-up and in the next second she laughs at what she just did (said). Her actions are comedic; always initially sour and then never any sour follow through.
