What are the roles of Dr. Boston and Dr. Starr in the book Impulse?

I read the book Impulse a little while back and can't remember what their roles where. I have a terrible memory; while reading, I just kind of thought of them as the same person. Were they both therapists? Were they igned to certain people? What did they do?
