Growing lemon thyme. Am I supposed to shear it down every year?

I thought lemon thyme could be left intact over the winter and it would green up again like some shrubs, but I'm seeing that what I left over the winter is brown and crispy and it's green on the lower branches. Should I leave the brown stuff or shear it off? Will the brown stuff green up too?
