How do tiny black bugs got into the oat meal canister?

Ewww they are nasty aren't they. They actually already live in the food. The only way I've been told to keep them out it to store them in the fridge or freezer. It has worked for me and I haven't seen them since. Alot has to do with the climate you live in and if the temperatures are right for growth.
