Why don't councils maintain public gardens anymore?

Years ago they used to plant flowers in them here and maintain them to a high standard but now they're all overgrown with weeds and the gr is mostly left to grow wild where they can get away with it. Even public footpaths have weeds growing through them and bushes and shrubs overhang pathways that sometimes you have to walk on the road to get by. They seem to have stopped bothering about what the place looks like and now leave the gr on the sides of road to grow wild instead of cutting it like they used to and the public pond is so polluted there's no fish left in it.
